The UAE is moving business-to-business and business-to-government invoicing onto a structured electronic system based on the Peppol network. Invoices will be exchanged through an Accredited Service Provider (ASP) and reported to the Federal Tax Authority. A PDF emailed to a customer is not an electronic invoice under this framework.
The timetable
- 1 July 2026: pilot programme and voluntary adoption opened
- 30 October 2026: businesses with annual revenue of AED 50 million or more must have appointed an ASP
- 1 January 2027: e-invoicing becomes mandatory for that AED 50 million and above group
- 31 March 2027: businesses below AED 50 million, and government entities, must have appointed an ASP
- 1 July 2027: mandatory for in-scope businesses below AED 50 million
- 1 October 2027: mandatory for in-scope government entities
The deadline businesses get wrong
Large businesses focus on 1 January 2027 and forget the appointment deadline of 30 October 2026. Onboarding with a provider, mapping your invoice data and testing takes weeks, not days, so the appointment date is the one that decides whether go-live is calm or chaotic.
It is not only for VAT-registered businesses
The mandate follows business activity rather than VAT registration, so a business outside VAT can still be in scope. Business-to-consumer transactions are outside the mandatory scope for now.
What to prepare
- Check which phase your revenue puts you in
- Review whether your accounting or ERP system can produce structured invoice data
- Clean up customer master data, including tax registration numbers and addresses
- Choose an Accredited Service Provider and allow time for testing
Penalties
Failing to appoint a service provider or implement the system on time carries a monthly penalty of AED 5,000 for each month of delay, so the cost of drifting past your date adds up quickly.
Questions we are asked about this
Does e-invoicing replace VAT returns?
No. You still file VAT returns. E-invoicing changes how invoice data is issued, exchanged and reported.
Will small businesses be affected?
Yes, from 1 July 2027 if they are in scope. The ASP appointment deadline for them is 31 March 2027.
Is a PDF invoice still acceptable?
Not for in-scope transactions once your phase begins. Invoices must be structured electronic files exchanged through an accredited provider.
